Summary
The third phase of Harmonisation, Accreditation and Quality Assurance in African Higher Education (HAQAA -2023-2028) represents a continued collaboration between the European and African Unions, aiming to equip African countries with the skilled workers, managers, and administrators necessary to drive sustainable development, enhance trade and investment, and foster citizenship and democratic values.
The HAQAA3 Initiative is part of the Youth Mobility for Africa flagship initiative of the Global Gateway Africa-Europe Investment Package and it is funded by the European Commission.
The project’s general objective is to strengthen higher education systems in Africa to meet these goals through improved quality assurance (QA), mutual recognition of qualifications, and evidence-based policymaking.
Specific objectives include:
- Strengthening QA culture in higher education institutions and enhancing the capacities of QA agencies and national/regional authorities to implement the African Standards and Guidelines for Quality Assurance (ASG-QA) and the African Credit Transfer System (ACTS).
- Promoting mutual recognition of qualifications and developing the Pan-African Quality Assurance and Accreditation Agency (PAQAA).
- Building the capacity of higher education stakeholders to engage in evidence-based policymaking and support the revision of the Continental Education Strategy for Africa (CESA 2016-2025), ensuring responsiveness to socio-economic challenges and regional integration.
