Summary

The TLQAA+ project had multiple objectives, including direct and indirect ones. Direct objectives focused on developing essential components for program evaluation in the Lebanese higher education system and establishing processes to connect evaluation with skills and qualifications recognition. These components included descriptors for a Lebanese Qualifications Framework (LQF), global descriptive indicators for evaluation and strategic planning, core standards and guidelines for program evaluation, guidelines and training for internal Quality Assurance (QA) units, and expert training for program review. Additionally, the project aimed to create a communication platform for dialogue with stakeholders to enhance employability and maintain the LQF.

Indirect objectives included fostering a culture of quality at the program level, maintaining trust within Lebanese higher education through pilot evaluations conducted by local experts, addressing quality issues related to technology-based delivery modes and internationalization, and experimenting with the draft Lebanese QF.

The project also addressed challenges related to the diversity of higher education in Lebanon, such as differences in credit systems and the adoption of diploma supplements. Solutions for harmonization were proposed as part of the project.

Overall, the TLQAA+ project aimed to equip the Lebanese higher education system with the human resources and capacity to conduct QA processes, improve program quality, and enhance skills and qualifications recognition.
